Providence Police – A Department in Chaos

Today, the Providence Police force is at a record low staffing level and the 67th Class of the Providence Police Training Academy was supposed to be part of the solution. The problems in the Providence Police Department may be bigger than just staffing levels.
Just one week on the force, four of the recent graduates have run into problems and some have been disciplined and one dismissed. The class includes those with previous scrapes with the law and some have ties to high-level police officials, city officials and big-time political donors.
One new class member’s family has donated more than ten thousand dollars to leading Democrats, including then-Mayor and now-Congressman David Cicilline, sitting Mayor Angel Taveras and Mayoral hopeful Jorge Elorza.

Over the past 20 years, the Providence Police Department has been racked by a number of controversies. GoLocalProv received a copy of the 59-page 2003 report commissioned by then-Mayor David Cicilline's new Police Chief Dean Esserman. The report looked into the testing practices relative to promotions in the police Department. The investigation also reviewed cheating in test for promotions.
The report by Esserman was developed with consultation from the FBI, US Attorney and the RI Attorney General’s office. The report found that “during the course of this investigation it has become clear that promotional procedures in the Providence Police Department were corrupted by cheating collusion, and political influence.”

Testing Scandal
“Providence Police Department Scandal Investigation"
The report, entitled the “Providence Police Department Scandal Investigation” found that Police Chief Urbano Prignano and a number of other senior officers had perpetrated this structure with the knowledge and involvement of the administration of the (at the time of the testing scandal) Vincent Cianci administration.
One of the most intriguing players in the testing scandal not only had ties to Chief Prignano, but also had ties to the Cicilline Law Offices. The ghost-like character Wayne David Collins is now a big-time bail bondsman in Florida and a major political donor to local officials.
A 2012 article in the Broward/Palm Beach New Times ties Collins to the local candidate for Sheriff:
“Chumming around with bail bondsmen has earned Israel (candidate for Sheriff) criticism in the past. During the 2008 election, in which he unsuccessfully challenged Al Lamberti, he took $500 from a bail bond agent named Wayne David Collins. Collins, arguably the most powerful bondsman in South Florida, had gotten in trouble with the law in the '80s for throwing around his influence in the Mob town of Providence, Rhode Island. He had his criminal record expunged so he could get a bail bondsman's license.”
The “Providence Police Department Scandal Investigation” Report found that Collins, who was a bail bondsman at the time of the testing scandal, had unfettered access to the most secure section of the Providence Police Department, including confidential access codes to secure offices.
“Wayne David Collins had full access to the police department, which included the door keypad code for the intelligence bureau,” according to the Report.
During the time of the testing scandal, Collins worked at the firm O’Connell Bail Bonds which was located in the same Dorrance Street building in Downtown Providence as the Cicilline law office – he reported to an office inside the Bevilaqua and Cicilline law firm.
“Information also indicates that Collins has a longstanding relationship with ranking members of the Rhode Island State Police, as well with the FBI (Source Perroti/Department investigative Report,” said the Esserman report.
In an interview with GoLocalProv this week, Commissioner of Public Safety Steven Pare said when asked if Collins was an informant for him during his tenure at the State Police, “I'm not going to answer that question. That's not an appropriate question. Why do you want to know?”
The testing scandal report written by Esserman’s team reported, “The January 11, 1997 Sergeant’s exam contained several suspect results. Note that this is the exam in which David Wayne Collins had possession of the documentation key.”
The tangled web of Collins simultaneously included his role as confident to Cianci’s Police Chief Prignano to office mate in the Cicilline law office (which then included now U.S. Congressman Cicilline) and an identified law enforcement informant.
The Esserman report lead to numerous changes within the Department and actions against a number of senior officers.

Pare, Taveras and Esserman
Esserman’s Tenure Started Fast and Ended with a Party
Within a few years, it was Esserman who was under fire. In 2011, GoLocalProv broke a multi-part investigation of Esserman that lead to his resignation. These incidents included the Chief hosting a party where underage children drank and then an effort by the Chief to cover the incident up and misleading Mayor Taveras and Pare.
As GoLocal reported on June 11, 2011, in an article titled, Exclusive: Underage Drinkers at Chief Esserman’s Home
Providence Police Chief Col. Dean Esserman stood on his front lawn and watched underage drinkers—carrying beer cans and cases of beer—leave his East Side home late Friday evening following a graduation party.
Over the course of two hours, GoLocalProv viewed dozens of young people partying on Esserman’s property (which was decorated with balloons on the front lawn) and on the street near the home—a possible violation of the state’s “social host” law.
Shortly after 11:00 pm, young people were watched fleeing the party, some in vehicles and many on foot. At that point, Chief Esserman, dressed in citizen attire, appeared on the front lawn and watched as droves of young people scrambled to jump in cars or walk away from the party.
One group of at least eight males was viewed carrying a case of beer down the street as they talked about what had just occurred. They did not appear to be happy with having to leave the party. Their conversation suggested an argument took place between the boys and the Police Chief.
“I don’t care who he is,” a member of the group was overheard saying. “I know who you are. You’re the Chief of Police.”
Within 11 days of the article, Esserman had resigned as Police Chief of Providence.
New Recruiting Class Under Question
It was suppose to the City’s savior to understaffing and crime problems, but now just days after the graduation ceremony, incidents and questions are piling up. The following are the incidents to date:
Phone in Pants
As GoLocalProv first reported, just one day after graduating in the new Providence police class, David Sanchez had been named as a suspect in a report of a stolen cell phone stemming from an incident on Saturday, October 11 at the Providence Marriott.
David Sanchez and Delilah Rivera, who share the same address and have admitted to being boyfriend and girlfriend, were named as suspects in a Providence Incident Report by Chelsea Moreira, who provided a witness statement to police in which her cell phone was stolen.
According to the Police report obtained by GoLocalProv, after the phone was found, Sanchez told investigating officers he "did not know how the phone got into his pants pocket."
Sanchez lives with the niece of Providence Police Major Francisco Colon, who oversees the Police Academy. It was later disclosed that Sanchez had a record in New York. According to multiple sources in the Providence Police Department, City officials are negotiating Colon’s retirement to avoid sanctions and a potential demotion.
Major Democratic Donors in Recruit's Family
When police officers investigated the stolen phone involving Sanchez and Rivera, fellow new recruit Peter Salmons intervened both with the woman who reported the phone stolen (on behalf on the now disciplined Sanchez). In addition, when officers investigated the stolen cell phone report, Salmons according to multiple sources tried to claim that Sanchez deserved union representation.
According to multiple sources inside the Providence Police Department, there is a recommendation to discipline Salmons.
Salmon’s parents William and Hillary have donated more than $12,000 a range of Democrats including David Cicilline (both as Mayor and Congressman), Angel Taveras and to Democratic nominee Jorge Elorza.
Elorza has pledged not to take money from City employees, and while not technically a City employee, Hillary Salmon serves as the Executive Director of the education program PASA that receives hundreds of thousands in funding from the City of Providence School Department and additional support from the City of Providence.
Angel Taveras serves as the Board Chair of the Providence non-profit and Providence Police Chief Hugh Clements also serves on the Board.
Salmon receives more than $101,000 annually in compensation from PASA and her salary in part are supported by the City of Providence. PASA in the 2014 School Department budget received three grants ($56,000, $143,431, and $432,000) all totaling $631,431.
Whiskey Republic
GoLocal has also learned that recent grad Isaiah Nerney, the nephew of now Providence Police Lt. Patrick Reddy, faces discipline for behavior issues relating to incidents Saturday night at the Whiskey Republic. According to multiple sources within the Providence Police Department the incident relates to “over celebration” that behavior that was less than “becoming of an officer.”
Late for the Parade
In addition, one other recruit faces a “summary punishment” for reporting late for the Columbus Day Parade in Providence. That new officer has not been identified nor has the punishment been disclosed.
Graduation Incident Lead to Discipline
As first reported by WPRI-12, a veteran Providence Police officer was reprimanded after he sexually approached a person attending the event:
“The complainant told police the officer kissed her after she asked him to move out of the aisle at the ceremony, according to Providence Public Safety Commissioner Steven Pare.
Pare said the officer received a “summary punishment,” which ranges from a letter of reprimand to a two-day suspension. He declined to identify the officer or the complainant and said there was no police report filed.”
In addition, 36-year veteran Michael McCarthy has been charged with stealing from the evidence room of the Providence Police Department. This investigation may broaden.

Were Recruits Properly Vetted?
While the graduation “kissing incident” is not directly to the recently graduated class. The series of incidents in just the first week, some police officers have raised questions about the selection process of the 67th Class.
"I can't say anything at this point," said Taft Manzotti, President of the FOP in Providence. "We're (the FOP) not involved in the selection process, never have been, glad we're not. They do what they want to do."
Colonel Steven G. O'Donnell, Superintendent, Rhode Island State Police told GoLocal about the recruitment process in the State Police. Regarding the RI State Police process he said, “We look at backgrounds on a case-by-case basis. We can't take felons, it's prohibited by statute, but after that, it's the consideration of each individual. It's the whole package."
According to Providence Police recruitment materials, “An applicant cannot be on probation for a criminal offense, have been convicted at any time of a felony offense, or have been convicted of a misdemeanor offense within the last 5 years. The applicant must be of good moral character and the highest personal integrity. An applicant’s background and character are carefully investigated before hiring. Any conviction of crime of domestic violence, including a NOLO plea resulting in probation, will result in disqualification from consideration. Any misdemeanor drug related convictions will be carefully scrutinized.”
With questions swirling about the relationship between the process and family and personal connections, issues remain about staffing levels.
As GoLocal reported in August of 2012, in an article, entitled: EXCLUSIVE: Number of Providence Police at Record Low
Stephen Beale, GoLocal’s Investigative Reporter wrote:
The Providence police force is at its lowest level in two decades, reflecting the toll of budget cuts made by the city and having a detrimental impact on law enforcement services, city sources and officials are telling GoLocalProv.
“It is my understanding that they are at [the] breaking point,” said Councilman Michael Correia.
As of last week, the number of sworn officers stood at 428. A year and a half ago it was 494.
Joe Rodio, chief legal counsel for the police union, warns the city does not have enough officers. “The rank and file feel the strain because there’s not enough officers on the street,” Rodio said. “We’re feeling the hit from the number of people on the job.”
The numbers of sworn staff peaked at just over 500 during the Dean Esserman era. But during the 1990s the department functioned with a smaller complement, generally hovering around 440 officers. That makes the current force level the lowest it has been in two decades.
“It’s fair to say the numbers are the numbers. The staffing is at the lowest it has been in years,” said Chief Hugh Clements. “I would agree we need to start beefing up our numbers again.”
Even with the addition of the 2014 class, the Department remains significantly undermanned. Moreover and maybe more importantly, the Department continues to be plagued by concerns about corruption and mismanagement.
Nearly 20-years after the testing scandal, staffing has been reduced two police chiefs (Prignano and Esserman) have resigned and questions remain about overall Department management.
